It is a mispreception that Islamic Cultural center is a mosque. Please make it clear from your end that over there only islamic culture can be practiced and it should not be considered as a regular mosque. Please also confirm that in Latvia till todate you cannot construct or convert any permises into mosque. Further in this cultural center there is no competent authority who can issue fatva.
