In a first contact, maybe you get a little scare from the neighborhood, but is a safe place, with calm people.
Two blocks from the beach, the hostel has clean rooms with regular beds (actually I slept on the hammock one of the days) and very hospitable employees. It could have A/C instead of fans, but with that price you can`t complain. You can even rent towels for R$2 each one.
On Florianópolis and Maceio Street, you can get great bars with fair prices (R$7 the caipirisoka - caipirinha with vodka, instead of cachaça), and those streets are just 5 minutes walking far.
So, I give 4 stars for Alpha Hostel in Salvador. Maybe with the A/C they could get a 5.
